Frankly I find the need to augment the garden with a weekly soil expenditure is unfair for those who can not afford such a reoccurring cost: 800L$ Monthly for just one garden..
I think soil should be optional where a lack of fresh soil (over time) results in slower regrowth rates and fewer plants.
Adding soil would increase both quantity and regrowth rates with a chance for creating higher potency plants.
Perhaps developing a Gardener/Horticulture Skill Trade where players can craft soil could be introduced
